The Digitalization of Electronic Land Certificate Service through the PECEL POIN Innovation in Madiun Regency

Abstract


Digital transformation in land services has encouraged the implementation of electronic certificates to improve the effectiveness, efficiency, and transparency of land administration. To support this policy, the Madiun Regency Land Office developed the PECEL POIN innovation (Pelayanan Cepat Elektronik Ploting Peta dan Informasi), a digital-based service integrated with electronic land registration. This research aims to analyze the implementation of PECEL POIN in supporting electronic certificate services and to formulate strategies for its optimization. An empirical legal research method with a qualitative approach was employed, with data collected through interviews, observation, documentation, and questionnaires distributed to public users of the service. The results show that PECEL POIN has contributed to accelerating land data validation, integrating services across sections, and expanding public access to digital-based land services. However, implementation remains suboptimal due to limited socialization, low public utilization, weak public understanding of electronic certificates, and service quality that has not yet fully met expectations. Optimization strategies proposed include developing an integrated web-based service, intensifying public socialization and education, strengthening service quality and human resources, and accelerating land parcel measurement and mapping. These strategies are expected to support the digital transformation of land services and the broader implementation of electronic certificates in Madiun Regency.
