Abstract


This research aims to determine and analyze the use of criminal reports as a basis for delaying the issuance of letters of approval to sail on MT ships. This research was carried out as legal research, namely the process of finding legal rules, legal principles, or legal doctrine in order to answer legal issues and analyze court decisions.
