DIMENSIONS OF JUSTICE AND PARTICIPATORY GOVERNANCE IN EXTREME POVERTY REDUCTION

Abstract


This study aims to comprehensively analyze extreme poverty alleviation (PKE) planning in Pekalongan Regency from a governance and legal framework perspective. The main focus includes identifying the causes of extreme poverty, evaluating strategy and program implementation, and policy alignment with good governance principles. A mixed-method approach was used, incorporating both normative and empirical juridical approaches. Data were collected through interviews, observations, surveys of 209 respondents, and analysis of legal and policy documents. Data were then analyzed using triangulation, descriptive statistics, and thematic analysis. The results indicate that the success of PKE is influenced by six main dimensions: process, institutions, values, transparency, accountability, and participation. The process dimension still faces challenges in coordination and limited community involvement. Institutionally, local actors have been actively involved, but capacity and oversight still need to be strengthened. The value dimension reveals the significant potential of local cultures, such as mutual cooperation (gotong royong), although they have not been optimally integrated into the program. Transparency and accountability are not yet fully effective due to limited access to and understanding of public information. Community participation is also relatively low, thus affecting the program's relevance. This study concludes that strengthening governance through increased transparency, accountability, participation, and the integration of local values and technology-based innovation is key to realizing a more effective, inclusive, and sustainable PKE.
