DEVELOPMENT OF LOCAL REGULATION DESIGN NUMBER 1 YEAR 2012 CONCERNING EDUCATION ORGANIZATION

Abstract

The purpose of this study is as follows: to identify and analyze the legal problems faced as a reason for the formation of the draft regional regulations as the legal basis for solving or solving problems in the implementation of education. The type of research used in completing this thesis is a normative juridical research method with descriptive analysis, namely research conducted by examining library materials (secondary data) or library law research. The results of this study concluded that the Philosophical, Sociological, and Juridical Considerations or Foundations in the Formation of Draft Regional Regulations on the Implementation of Education, as follows: Philosophical Foundations: that national development in the field of education is an effort to educate the nation's life in order to develop the potential of students to become human beings who have faith and fear of God Almighty, have noble character, are healthy, knowledgeable, capable, creative, independent, and become democratic and responsible citizens. Sociological basis: that in order to increase the degree of quality of education, it is necessary to carry out educational development with clear, accountable, fair, equitable, effective and efficient boundaries of roles, functions, responsibilities, and authorities. Juridical basis: that in order to provide direction, foundation and legal certainty to all parties involved in the development of education, it is necessary to regulate the implementation of education.
