The Influence of Regulatory Changes and the Global Economic Crisis on the Readiness of Mining and Port Service Companies and the Multiplier Effect on the MSME Ecosystem
Abstract
This study aims to analyze the influence of regulatory changes and the global economic crisis on company readiness, human resources, and strategies in quartz sand mining, shipping agency, and stevedoring companies at the Special Terminal of Teluk Buton Village, Natuna Regency, Riau Islands Province. The study used a qualitative approach with a case study method, involving 50 respondents from the three companies. The results showed: (1) mining companies have good operational readiness (r=0.734) but limited financial readiness due to reclamation guarantee obligations (r=0.685) and increases in HPP; (2) shipping agency and stevedoring companies are highly dependent on export volume with a fluctuating profit-sharing/piecework payroll system; (3) regulatory changes are a major challenge with a Cronbach's Alpha instrument reliability of 0.720; (4) the global economic crisis caused a decrease in export volume >40% and impacted local MSMEs; (5) recommended adaptive strategies include digitalization, service diversification, strengthening partnerships, and multi-skill training. This study contributes to the development of organizational resilience theory and change management in the mining and logistics sectors.
