MENELISIK UPAYA PENINGKATAN KETERAMPILAN LITERASI DI FILIPINA: PELUANG DAN TANTANGAN

Abstract


Penelitian ini membahas topik permasalahan mengenai upaya peningkatan keterampilan literasi di Filipina. Literasi dianggap sebagai fondasi utama dalam pembangunan bangsa, yang esensial untuk partisipasi aktif dalam masyarakat dan pembangunan berkelanjutan. Meskipun Filipina telah mencapai tingkat literasi sebesar 97%, tantangan tetap ada, misalnya 90% anak usia 10 tahun di Filipina tidak mampu memahami teks dasar. Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menganalisis strategi yang diterapkan oleh Filipina dalam meningkatkan keterampilan literasi di kalangan masyarakat, terutama di sektor pendidikan. Metode yang digunakan dalam penelitian ini adalah studi pustaka, di mana peneliti mengumpulkan dan menganalisis sumber-sumber relevan terkait dengan upaya peningkatan keterampilan literasi di Filipina. Hasil penelitian menunjukkan bahwa Departemen Pendidikan Filipina (DepEd) telah menerapkan berbagai strategi untuk mengatasi tantangan literasi, termasuk kurikulum K-12, Sistem Pembelajaran Alternatif (ALS), serta program seperti Basa Pilipinas. Inisiatif ini bertujuan untuk meningkatkan keterampilan literasi dasar, mengintegrasikan pendidikan multibahasa, dan mempersiapkan peserta didik untuk pembelajaran seumur hidup serta dunia kerja. Program literasi juga mencakup literasi digital, lingkungan, dan finansial. Kesimpulan dari penelitian ini menekankan bahwa reformasi lebih lanjut diperlukan untuk menjembatani kesenjangan meningkatkan keterampilan literasi. Pendekatan kolaboratif yang melibatkan sekolah, komunitas, dan sektor swasta sangat penting untuk mendorong program literasi yang inklusif dan efektif. Pengalaman Filipina dapat memberikan wawasan berharga bagi negara lain, seperti Indonesia, dalam upayanya untuk meningkatkan literasi dan kualitas Pendidikan.

This research discusses problematic topics regarding efforts to improve literacy skills in the Philippines. Literacy is considered a key foundation in nation building, essential for active participation in society and sustainable development. Although the Philippines has achieved a literacy rate of 97%, challenges remain, such as 90% of 10-year-old children in the Philippines are unable to understand basic texts. The aim of this research is to identify and analyze the strategies implemented by the Philippines in improving literacy skills among the population, especially in the education sector. The method used in this research is a literature study, where researchers collect and analyze relevant sources related to efforts to improve literacy skills in the Philippines. The research results show that the Philippine Department of Education (DepEd) has implemented various strategies to address literacy challenges, including the K-12 curriculum, the Alternative Learning System (ALS), as well as programs such as Basa Pilipinas. This initiative aims to improve basic literacy skills, integrate multilingual education, and prepare students for lifelong learning and the world of work. Literacy program also includes digital, environmental and financial literacy. The conclusions of this research emphasize that further reforms are needed to bridge gaps in enhancing literacy skills. A collaborative approach involving schools, communities, and the private sector is critical to fostering inclusive and effective literacy programs. The Philippines' experience can provide valuable insights for other countries, such as Indonesia, in their efforts to improve literacy and the quality of education.
