DUTIES AND FUNCTIONS OF DPRD IN IMPROVING THE PEOPLE'S WELFARE AS A REGULATION OF REGIONAL AUTONOMY IN THE BLORA REGENCY

Abstract


The formulation of the problem in this study are the duties and functions of the DPRD in improving the people's welfare as the embodiment of Regional Autonomy, the implementation of the duties and functions of the DPRD in improving the people's welfare as the embodiment of Regional Autonomy in Blora Regency and the obstacles and solutions in the implementation of the DPRD's duties and functions in improving the welfare of the people as the embodiment of Regional Autonomy in Blora Regency
The approach method that will be used in this research is the sociological juridical approach. This type of research is descriptive analysis, research that seeks to describe and analyze a phenomenon, event, event that is happening now.
Based on the results of this study is the Regional Representative Council of Blora Regency is an institution intended to carry out environmental management in all Blora Regencies through attribution that has been regulated in the legislation. In carrying out its duties and functions, the Blora Regency Regional People's Representative Council is in accordance with applicable regulations, but it still seems normative. This is caused by the authority given unlike in the New Order era. The current DPRD is the executor of regional government which is in line with regional heads. In practice the regional head is more dominant in the affairs of government and regional autonomy. In carrying out its duties, authority, and functions in Blora Regency, there are several obstacles including the majority of local regulations originating from the executive, lack of understanding of regional problems, lack of clarity about executive oversight criteria. The solution is for the Blora Regency DPRD to increase human resources related to legal drafting, budgeting, and regional control issues, especially in their chosen regions (electoral districts).
