The aim of this research is to determine and analyze the mechanism for terminating prosecution of minor crimes to achieve restorative justice. In this writing the author uses a normative juridical method with research specifications in the form of descriptive analysis. Minor criminal cases in Indonesia often end in prison. Court decisions that impose prison sentences result in an increase in the number of inmates in correctional institutions. The Prosecutor's Office responds to this with the authority it has as implementer of the dominus litis principle, namely the Prosecutor's Office as the controller of the case process. Authority based on the dominus litis principle, led the Prosecutor's Office in 2020 to stipulate Republic of Indonesia Prosecutor's Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice. The implementation of Restorative Justice in the Republic of Indonesia Prosecutor's Regulation Number 15 of 2020 begins with an offer from the Public Prosecutor to the victim and perpetrator during prosecution. This offer is made by summoning the victim and other related parties, such as community leaders, families of the victims/perpetrator, community representatives, and other parties related to the case.
