Effectiveness of Handling Cases of Sexual Violence Against Children by the Ppa Unit of the Jayapura City Police Criminal Investigation Unit

Abstract


This study aims to analyze the effectiveness of handling cases of sexual violence against children by the Women and Children Protection Unit (PPA) of the Criminal Investigation Division at Jayapura City Regional Police Resort (Polresta Jayapura Kota), identify the factors influencing the effectiveness of case handling, and examine efforts to improve legal protection for child victims of sexual violence. The study employed a qualitative method using a descriptive-analytical approach and a case study design. Data were collected through interviews, observations, and documentation involving investigators from the PPA Unit, victim assistance officers, and other related parties. The findings reveal that the handling of child sexual violence cases by the PPA Unit of Polresta Jayapura Kota has generally been fairly effective through the implementation of investigations in accordance with legal provisions, the application of child-friendly approaches, and coordination with related institutions in protecting victims. However, the effectiveness has not been fully optimal due to several obstacles, including the limited number of investigators, inadequate child-friendly service facilities, limited psychological rehabilitation services, the culture of shame within society, social stigma against victims, and suboptimal intersectoral coordination.
