Implementation of Electronic Land Rights Certificate at the Land Office

Abstract


The aim of this research is to analyze and describe the urgency of implementing electronic land certificates at the national land agency. To analyze and describe weaknesses in the implementation of ATR/BPN Ministerial Regulation Number 1 of 2021 concerning Electronic Certificates at the National Land Agency. To analyze and describe the Regulation of the Minister of ATR/BPN Number 1 of 2021 concerning Electronic Certificates, it should be able to apply effectively and efficiently to the National Land Agency. The method used by researchers is a normative juridical legal approach and the specifications in this research include a description of the analysis. The source and type of data in this research is secondary data obtained from literature study. Based on the results of the research, the urgency of implementing electronic land certificates at the National Land Agency can be implemented considering that the application of electronic land certificates is to make it practical, cost-effective, time efficient, both for City/Regency Land Office Officers and the public as well as in the application of electronic land certificates. It is hoped that this can overcome problems related to the land sector such as double certificates and reduce corruption, collusion and nepotism. Weaknesses in the implementation of ATR/BPN Ministerial Regulation Number 1 of 2021 concerning Electronic Certificates at the National Land Agency are the lack of existing facilities, the absence of technical guidance for BPN officers, and the inadequate quality of resources for BPN officers. The Regulation of the Minister of ATR/BPN Number 1 of 2021 concerning Electronic Certificates should be able to apply effectively and efficiently to the National Land Agency, increasing security in the government's electronic system, further outreach to the public and legal practitioners, and technical guidance for ATR officers is needed. /BPN so that carrying out its duties is more structured and focused
