Kajian Variable Di Luar Kebijakan Yang Mempengaruhi Proses Implementasi Kebijakan (Standar RTH Publik) Di Perkotaan Mayong Jepara

ABSTRAK
Penyediaan ruang terbuka hijau (RTH) masih merupakan masalah yang sangat sulit diwujudkan dalam pembangunan Perkotaan di Indonesia. Penyediaan RTH public diperkotaan berfungsi untuk mendukung kelayakan kota untuk di huni, baik dari aspek ekologia, ekonomi, sosial budaya kesehatanm dan aspek arsitektur ataupun keindahan. RTH perkotaan masih belum menjadi perhatian dari penentu penentu kebijakan dan masyarakat, RTH masih dianggap kurang memberikan keuntungan secara ekonomis. Artikel ini bertujuan untuk mengekplorasi lebih dalam permasalahan implementasi standart kebutuhan RTH Publik di Perkotaan Mayong (diluar masalah kebijakan). Metode yang digunakan adalah metode campuran (deduktif kualitatif dan kuantitatif). Parameter yang digunakan berkaitan dengan variabel di luar kebijakan yang mampu mempengaruhi implementasi kebijakan, yang meliputi perumusan kebijakan dan sosialisasi, kondisi sosial ekonomi dan politik, dukungan/keterlibatan masyarakat pemangku kepentingan, komitmen dan kecapakan pejabat pelaksana (implementasi kebijakan) dan dukungan dari pejabat/atasan. Hasil dari penilitian ini menunjukkan bahwa capaian perwujudan RTH Di Perkotaan Mayong Masih sangat jauh dari standart RTH Publik di Perkotaan. Kondisi ini disebabkan karena rendahnya dukungan dari faktor sosial ekonomi dan politik, rendahnya dukungan masyarakat dalam ari luas, renc]dahnya dukungan/keterlibatan masyarakat pemangku kepentingan, komitmen dan rendahnya dukungan pejabat

ABSTRACT
The provision of green open space (RTH) is still a very difficult problem to be realized in urban development in Indonesia. The provision of public green open space in urban areas serves to support the feasibility of the city to be inhabited, both from the ecological, economic, socio-cultural aspects of health and architectural or beauty aspects. Urban green open space is still not a concern of policy makers and the community, green open space is still considered to be less economically profitable. This article aims to explore more deeply the problem of implementing the standard requirements for public green open space in Mayong City (excluding policy issues). The method used is a mixed method (qualitative and quantitative deductive). The parameters used are related to variables outside the policy that are able to influence policy implementation, which include policy formulation and socialization, socio-economic and political conditions, stakeholder community support/involvement, commitment and proficiency of implementing officials (policy implementation) and support from officials/supervisors. . The results of this study indicate that the achievement of the realization of green open space in the Mayong urban area is still very far from the standard of public green open space in urban areas. This condition is caused by low support from socio-economic and political factors, low public support in a broad sense, low support/involvement of community stakeholders, commitment and low support from officials.
