Evaluasi Instrumen dan Indikasi Awal Pola Pemilihan Lokasi Permukiman Pekerja Industri di Kawasan Industri Kabupaten Kendal: Studi Pilot

ABSTRACT

This article presents the pilot stage (n = 17) of a descriptive study primarily aimed at testing the questionnaire instrument ahead of the full survey (target n = 360) in the Kendal Industrial Estate (KIK), while presenting preliminary indications of industrial workers’ residential-location-choice patterns. Research on industrial workers’ residential location preference is often linked to income level and tenure status, yet its extension to Turner’s housing-consolidation typology (bridgeheader–consolidator–status-seeker) among formally salaried workers has rarely been tested explicitly. Pilot data were collected based on the perceived importance of location attributes (5-point Likert scale), distance preference, tenure status, and self-classified housing-consolidation stage. Descriptive results show land/building legality and neighbourhood security as the most dominant considerations, and 76% of respondents prioritise tenure status over proximity. These findings must be read cautiously since 41% of respondents (7 of 17) fall outside the target population, the Turner-type self-classification conceptually overlaps with the tenure-status variable, and the study does not yet distinguish stated preference from revealed residential choice. The article is therefore positioned as an instrument-evaluation and survey-design study with its main recommendations being sharper inclusion criteria, Turner-typology indicators independent of tenure status, and a choice-based conjoint plus spatial analysis component for the full survey.

ABSTRAK

Artikel ini menyajikan tahap pilot (n = 17) dari sebuah studi deskriptif yang bertujuan utama menguji instrumen kuesioner sebelum survei utama (target n = 360) di Kawasan Industri Kendal (KIK), sekaligus menyajikan indikasi awal atas pola pemilihan lokasi permukiman pekerja industri. Penelitian mengenai preferensi lokasi permukiman pekerja industri kerap dikaitkan dengan tingkat pendapatan dan status kepemilikan hunian, namun penerapannya pada tipologi konsolidasi hunian Turner (bridgeheader–consolidator–status-seeker) pada pekerja bergaji formal masih jarang diuji secara eksplisit. Data pilot dikumpulkan berdasarkan tingkat kepentingan atribut lokasi (skala Likert 1–5), preferensi jarak, status penguasaan hunian, dan klasifikasi mandiri tahap konsolidasi hunian. Hasil deskriptif menunjukkan legalitas tanah/bangunan dan keamanan lingkungan sebagai pertimbangan paling dominan, serta 76% responden memprioritaskan status kepemilikan di atas kedekatan lokasi. Temuan ini perlu dibaca hati-hati karena 41% responden (7 dari 17) berasal dari luar populasi sasaran, klasifikasi tipe Turner diperoleh melalui self-classification yang berpotensi tumpang tindih secara konseptual dengan variabel status hunian, dan penelitian belum membedakan preferensi yang dinyatakan dari lokasi hunian aktual. Artikel ini karenanya diposisikan sebagai studi evaluasi instrumen dan identifikasi kebutuhan penyempurnaan desain survei dengan rekomendasi utama berupa penajaman kriteria inklusi, indikator tipologi Turner yang independen dari status hunian, serta instrumen pilihan konjoin dan analisis spasial pada tahap survei penuh.
